Shannon advises telecom and energy companies on a full range of regulatory issues across the nation. She has a national practice counseling telecommunications cooperatives and rural electric cooperatives regarding the commercial and regulatory challenges of providing broadband service. Shannon also counsels companies, cooperatives, municipally owned carriers, and trade associations on the negotiation of commercial contracts involving complex and contentious issues of regulation, litigation, business, and technology law.

Broadband Providers

Shannon advises on a full range of complex regulatory and litigation matters, including the protection of customer proprietary network information (CPNI), Connect America Fund compliance, and telecommunications service obligations. She has represented her clients before both state and federal regulatory bodies and courts. Shannon regularly navigates the maze of laws and regulations impacting telephone and broadband providers. Her past successes include negotiation of consumer complaints, withdrawal from regulated businesses, and participation in state and federal grant programs.

Transactional Expertise

Shannon couples decades of telecommunications experience with her transactional and M&A practice. Shannon offers a practical approach to assessing strategic opportunities available to her telecom clients. She has taken lead on the acquisition of telecom companies, cable franchises, and wireless assets. She has also led client teams in the divestiture of wireless assets including customers, spectrum, and tower assets. Clients value the depth of the regulatory expertise on both the state and federal level that Shannon brings to her transactional and M&A work. Shannon advises broadband providers on carrier agreements, interconnection agreements, space and power agreements, tribal law issues, indefeasible right of use (IRU) agreements, and related legal and business issues.

Data Protection, Privacy, and Cybersecurity

Shannon advises businesses on data protection, privacy, and cybersecurity issues, including information security, risk assessment, response planning, and asset inventories as well as liability and regulatory compliance issues. Shannon serves on the incident response teams for several clients. She also advises clients on the compliance obligations, including notification of employees, customers, and law enforcement related to data breach incidents. Shannon also negotiates insurance coverage for cyber breach situations.


Shannon has deep experience counseling Alaska companies and companies exploring business opportunities in Alaska. She has practiced before Alaska regulatory agencies and courts since 2004. Shannon has managed complex issues related to native sovereignty while practicing in Alaska.

Professional Leadership

Shannon was appointed by Minnesota Governor Tim Walz and Lt. Governor Peggy Flanagan to the Governor's Task Force on Broadband on October 9, 2019. Shannon's term runs from October 14, 2019 through April 2, 2023.  Shannon had previously been appointed by Minnesota Governor Mark Dayton to the Governor's Task Force on Broadband on June 1, 2015, until it expired when Governor Walz was elected. The new task force will build on the work of former Governor Dayton’s Task Force on Broadband to develop policies to promote the expansion of broadband access throughout Minnesota. It is responsible for developing an action plan to identify and correct disparities in access and adoption of broadband in all Minnesota communities, with the goal of ensuring that homes, schools, hospitals, and businesses have access to the technology and information resources they need.

Shannon currently serves as the Chair of the Communications Law Section of the Minnesota Bar Association. She organizes monthly continuing legal education lunches and an annual Regional Forum.
