What is the future of cable television franchising? Rapidly changing technology and the proliferation of over-the-top (OTT) programming options available via the Internet are challenging the traditional cable television business model. As some politicians begin to call for a re-write of the Communications Act, how do local governments ensure continued compensation for use of the valuable property in the public rights-of-way? And how should community programming evolve to meet the opportunities and challenges that regulatory changes might bring?
