The (R)Evolution of Cable Franchising and Community Programming

Minnesota Association of Community Telecommunications Administrators 2015 Annual Conference, St. Paul, MN

What is the future of cable television franchising? Rapidly changing technology and the proliferation of over-the-top (OTT) programming options available via the Internet are challenging the traditional cable television business model. As some politicians begin to call for a re-write of the Communications Act, how do local governments ensure continued compensation for use of the valuable property in the public rights-of-way? And how should community programming evolve to meet the opportunities and challenges that regulatory changes might bring? We have assembled a panel of local cable attorneys to set the stage, share their best guesses about where we are heading, and what we should do to protect local interests.
